Relating to the Texas Armed Services Scholarship Program.

Contracts

• Student Promissory Notes: Previous TASSP agreements are legally obsolete. You must utilize updated THECB templates that reflect the new four-year military service commitment (previously variable) and the specific requirement to repay the *full* scholarship amount upon default.
• Award Letters: Financial aid award letters must be revised to reflect that the award is the lesser of available appropriations OR the greater of $30,000 or the Board-determined average cost of attendance.

Hiring/Training

• Financial Aid Officers: Staff must be trained on the new "displacement" logic. The repeal of Section 61.9775(b) changes how this scholarship interacts with other aid; staff must ensure the increased award amount does not trigger federal over-award violations.
• Government Relations: Your legislative liaisons must actively manage the nomination pipeline. If a legislator fails to nominate by September 30, the authority transfers to state leadership, moving the student into a competitive "at-large" pool.

Reporting & Record-Keeping

• Eligibility Verification: You must update intake workflows to accept acceptance into the Texas State Guard officer commissioning program as valid proof of eligibility, in addition to standard ROTC tracks.
• Reinstatement Audits: You are required to identify students previously removed from the program who may now be eligible for reinstatement under Section 3(c). These files must be flagged for immediate review upon THECB notification.

Fees & Costs

• Budget Impact: While there are no new fees for the institution, the scholarship value increase (from $15,000 to ~$30,000+) will significantly alter financial aid packaging strategies.
