Texas 89th Legislature
Browse by Industry
Explore legislation affecting your business sector. Each industry page shows bills relevant to that sector, organized by compliance urgency and business impact.
How Industry Classification Works
Industry classification is how Texas operators most often want to read legislative output: which sector am I in, and what passed that affects me? The 14 industry sectors below are derived from each bill's subject tags plus content analysis — a single bill can affect multiple sectors and appear under each. This is broader than the LegiScan subject taxonomy and narrower than the chamber/author leaderboards. It is the right entry point when you know your business but not yet which specific policy areas to track.
Five sectors carry hand-authored regulatory overviews on their detail pages: Energy, Water, Technology, Manufacturing, and Banking & Finance. These match our practice areas at JD Key Consulting and are where most operator questions cluster. The others — healthcare, real estate, agriculture, transportation, education, retail, telecommunications, hospitality, insurance — surface the relevant bills but skip the deeper agency analysis. The volume leaderboard below shows where the 89th Legislature actually spent its calendar; the sector cards above let you pivot directly to whichever sector you operate in.
