Relating to the Sabine River Authority of Texas, following recommendations of the Sunset Advisory Commission; specifying term lengths and grounds for the removal of a member of the board of directors.

Contracts

• Construction & Bond Authorizations: The law strictly requires a concurrence of five (5) Directors to award construction contracts or authorize bonds. Simple majorities of a quorum are insufficient if fewer than five Directors vote affirmatively.
• Validity Checks: Any contract awarded after December 1, 2025, requires verification that voting Directors were compliant with training mandates. A vote cast by a non-compliant Director is legally voidable.

Hiring/Training

• Board Access: Interaction with the SRA is now legally bifurcated. Lobbying efforts must target the Board (policy), while operational/procurement issues must be directed to the General Manager.
• Director Training: While not a requirement for your staff, you must monitor that SRA Directors complete their mandatory training by Dec 1, 2025, to ensure the Board retains the legal capacity to approve your business.

Reporting & Record-Keeping

• Complaint Tracking: If you file a formal complaint against the SRA, the Authority is now required to provide you with written status updates periodically until final disposition. Update your legal docketing systems to flag these expected notices.
• Public Testimony: The Board must record and implement policies allowing public comment on any agenda item.

Fees & Costs

• No Direct Fee Increases: The bill does not authorize new regulatory fees.
• Bonding: Directors must continue to execute a $1,000 bond payable to the district.
